The letter, dated September 4, 2019, highlights Kuwait’s historical reputation for tolerance and non-aggression, but laments a shift in policy over recent years. The period between 2011 and 2019 has seen a decline in freedoms, exploitation of democracy, and an alarming increase in political detainees, Kuwaiti refugees abroad, and emigrants disillusioned with the state’s institutions.
